Jamie Clayton - Air Quality
Jamie is the People and Performance Director of the air quality team at Ricardo, leading the team of over 150 consultants. He has a wide variety of experience relating to air quality matters in the local government, industrial, private development, central government, energy, and nuclear sectors. This has involved a combination of site and office-based projects, investigating various facets of the airborne environment. Jamie has a long record of providing support to UK public sector organisations and regulators. He was a key member for the Local Air Quality Management (LAQM) Helpdesk (delivered on behalf of Defra) for almost a decade (2014-2024) and assumed the role as lead developer of the Emission Factor Toolkit (EFT) between 2016 and 2024. He has provided project management support for a range of different air quality projects including: incident management, complex modelling studies for clean air zones, and national air quality monitoring networks.
Jamie is an elected member of the committee of the Institute of Air Quality Management (IAQM). As an IAQM committee member Jamie has chaired working group meetings in relation to guidance updates, he has also drafted insights articles and hosted webinars around the interactions between Air Quality and Climate Change and Artificial Intelligence.
Thomas Adams - Air Quality
Thomas is a Principal Consultant at WSP with over 15 years of experience in air quality and atmospheric science. He specialises in air dispersion modelling and the delivery of air quality management support to public- and private-sector clients. Tom has extensive experience leading projects within the Local Air Quality Management (LAQM) framework and is highly proficient in the application of air dispersion modelling tools to assess the impacts of air pollution on both human health and designated habitat sites. He regularly facilitates stakeholder engagement events and capacity-building workshops, helping organisations strengthen their understanding of air quality issues and identify opportunities to implement low-emission measures.
Prior to joining Ricardo, Tom completed a PhD and undertook post-doctoral research at the University of Leicester, specialising in atmospheric chemistry and air quality. He has considerable expertise in the development, optimisation and deployment of fixed and mobile monitoring systems for measuring atmospheric trace gases. His research included the measurement of real-world vehicle emissions, with a particular focus on nitrogen dioxide (NO₂) and particulate matter, providing valuable insights into transport-related air quality impacts.
Dr Guy Hitchcock - Air Quality
Dr
Guy Hitchcock has over 30 years' experience of research and consulting on local
air quality management, climate change and sustainable transport. He has worked
in both consultancy and academia, providing technical advice to a wide range of
clients in both the public and private sector. Guy has worked with many UK
local authorities on emission reduction strategies, including the development
Air Quality Action Plans, Low Emission Strategies, Clean Air Zones and Climate
Emergency Plans. He has also managed
large projects for both the UK Government and European Commission including the
evaluation of DEFRA’s Air Quality Grant scheme and the Development of Urban
Accessibility indicators for DG Move of the European Commission.
Charlotte Day - Air Quality
Charlotte is a Principal Air Quality
Consultant at WSP, specialising in specialising in air quality modelling,
action planning and stakeholder engagement. Charlotte has extensive experience
in the preparation of action plans, regularly leading stakeholder engagement
workshops in support of Low Emissions Strategies, Air Quality Strategies and
Air Quality Action Plans both in the UK and overseas, facilitating events
online and in-person. She has delivered Air Quality Impact Assessments and/or
Habitats Regulations Assessments in Ipswich, Oxford, Havant, Isle of Wight,
Fareham, Royal Borough of Windsor and Maidenhead, Eastleigh and others. She has
also contributed to two large scale projects for Defra, involving the
development of a monitoring and evaluation framework for the UK’s Air Quality
Grant Scheme, and an evaluation of the Daily Air Quality Index (DAQI).
Charlotte has worked with a range of
non-governmental and philanthropic organisations, including GIZ, ADB, CAF, C40,
and Clean Air Asia. Her international expertise includes preparation of Clean
Air Action Plans for Asian cities for ADB; establishment of a Community of
Practice for air and climate practitioners in cities across Asia and Latin
America for GIZ; and development of a data strategy and the design and
application of a bespoke framework to assess city capacities and needs in
support of the Breathe Cities programme. Most recently, Charlotte led on
development of an Air Quality Toolkit for Development Finance Institutions
(DFIs) for the Clean Air Fund, followed by preparation of case studies and
delivering training for DFI project officers to get the most out of the
Toolkit.
Oliver Marshall - Air Quality
Oliver is an Air Quality Consultant at Ricardo
Energy & Environment, specialising in air quality assessment, dispersion
modelling, and policy support. He plays a key role in delivering and refining
EMAQ Air Quality training for Local Authorities, helping them meet their
obligations under LAQM Technical Guidance (22). Oliver has developed resources
such as Quick Start Guides and contributes to the Essentials of LAQM training,
ensuring both remain clear, practical, and up to date. He has worked on a range
of national and international projects and is experienced in communicating
technical findings in a way that supports informed decision-making.
Robert Stewart - Emissions Monitoring
Robert Stewart has over forty years practical experience of environmental consultancy. He provides environmental permitting support and guidance for industry and regulators and has expertise in industrial emission measurement and control. His clients have included the Environment Agency, SEPA, Local Authorities, UK Central Government, the European Commission and Industry. His specialist knowledge spans the range of processes under the Environmental Permitting (England & Wales) Regulations including LAIPPC (Part A2) and LAPPC (Part B) activities, Small Waste Incineration Plant, Solvent Emission Activities, Part A1 activities, Medium Combustion Plant and Specified Generators and other Regulated Activities. Robert is a technical consultant to the UK National Atmospheric Emission Inventory (NAEI) on the pollutant emission factors used for industrial and other activities particularly for combustion processes (most recently for revision of emission factors applied for residential solid fuel use) and provides NAEI support to Defra’s Air Quality Expert Group. He has assisted with revisions of the EMEP/EEA guidebook on emission inventories and projections to provide emission factors for industrial and combustion and is currently a lead author for the IPCC Guidance on Short-Lived Climate Forcers for energy industries (stationary combustion). He has reviewed national emission inventories and emission projections for the European Commission to assess compliance with the EU National Emission Ceilings Directive. He has advised Defra on technical aspects of the Clean Air Act, Ecodesign Regulations and the Medium Combustion Plant Directive. Robert has been a trainer on the EMAQ training programme for over twenty years.
Nigel Gibson - Emissions Monitoring and Odour Management
Nigel Gibson has worked in the environmental sector for over 30 years, and his technical expertise includes measurement of odour and pollutants, impact assessment using screening and modelling techniques, and BAT/BPM assessment of abatement techniques. He has carried out odour assessment and prepared emission improvement plans in agriculture, industry, sewage and waste sectors both in the UK, Russia and the Middle East.
Nigel has advised local authorities to develop odour monitoring strategies to collate evidence in several high-profile nuisance cases.
Nigel has also prepared environmental guidance documents Government Bodies in the UK and in the Middle East, on odour assessment and control (Environment Agency), control of compost odour (Defra) and the original guide on control of odour from commercial kitchens (Defra). Nigel is responsible for maintaining and editing the EMAQ update to the Defra. He is currently collating material for the next edition. Nigel would be interested to hear from any colleagues who have material that could be used in case studies for the next edition.
Nigel has provided expert witness advice to local councils and other regulatory bodies on numerous sensitive odour and air quality-related planning applications & appeals. Recent cases have been linked to the adequacy of odour abatement at an Indian Restaurant, the likelihood of statutory nuisance near a fragrance and flavour compounding factory and near a food waste anaerobic digestion plant.
Sarah Foll - Emissions Monitoring
Sarah Foll is a Principal Air Quality Consultant at Ricardo with over 12 years of experience in environmental consultancy. She has conducted and managed air quality assessments for a diverse range of projects both internationally and in the UK across the infrastructure, energy, residential, industrial and commercial sectors. Her primary experience lies in air quality assessments for planning and permitting applications with a focus on monitoring and modelling of industrial emissions, environmental impact assessments and environmental due diligence. Recent key experience includes an extended secondment with the Environment Agency’s National Permitting Service, completion of over 50 permit applications for private and public sector applicants, contributions to research projects for small and medium combustion plant in the UK and the environmental impact of net zero technologies and extensive project management experience.
Tony Higgins - Noise Regulation & Permitting
Tony Higgins is a Director
of Enviroconsult Limited specialising in environmental and acoustic consultancy
services. Tony worked in local government regulation for over 25
years, principally in environmental protection, but also as an independent
environmental consultant for the last 15 years working for both local
authorities and private clients. As a regulator Tony is familiar with
evidence gathering, enforcement, and legal processes across a number
of regulatory regimes. His technical expertise covers a broad range of
environmental disciplines including, environmental permitting,
waste, noise and nuisance investigation, environmental
planning, health and safety, and licensing. Tony is a member of the
Institute of Acoustics and the Chartered Institute of Environmental Health, he
sits on the Measurement and Instrumentation technical group for the IOA and
advises on Noise Panel for the CIEH. Tony's recent work involves
considering planning and permit applications for new residential, industrial
and waste sites, carrying out due diligence assessments for tyre
pyrolysis plants, and assisting with the regulation of major industrial
processes such as SWIPs and machine coating plants. Tony has organised
training sessions for the Institute of Acoustics, and created the EMAQ
Essentials of Noise Course. Additionally, Tony has provided expert
witness advice for councils in both inquiry and court and has sat on the review
of PG and SG notes for incineration, solvents, metals, minerals and
combustion industry sectors.
Tim Glews - Emissions Monitoring & Air Quality
Tim Glews is a Director of TG Environmental
Consultants, specialising in environmental protection consultancy
services. Tim has over 40 years’
experience in Environmental Health, managing Public Protection Services for
Dudley MBC for 20 years, and operating as an independent environmental
consultant since 1986, working for both local authorities and permit operators.
As a regulator Tim is experienced with evidence
gathering, enforcement, and legal processes across the environmental
protection and planning regulatory regimes. His technical expertise covers a
broad range of environmental disciplines including, environmental
permitting, waste management, statutory nuisance and environmental
planning. Tim has achieved Chartered Environmental Health
Practitioner Status and is an active member of the CIEH Environmental
Protection Panel, representing CIEH on the national foundries UK BAT Technical
Working Group. He
has been involved with numerous SG and PG guidance note reviews and is still
listed as UK "expert" for three industrial sectors by CIEH.
Tim is also the Secretary and Treasurer of Midland
Joint Advisory Council for Environmental Protection (MJAC), a pollution
group representing Local Authorities across the greater midland region.
Tim represents MJAC on national technical groups for part A & Part B
activities & on air quality, reporting to Defra on policy and
legislation implementation. Tim is also the owner & lead facilitator
for the LGA National Industrial Pollution Knowledge Hub. Tim has extensive
experience in lecturing throughout the UK & Europe and as an established
visiting lecturer at both the universities of Birmingham and Wolverhampton.
Tim is a practicing
industrial regulator and experienced manager, evolving policy and practice in
all issues of Pollution Prevention and Control,
his recent work involves processing permit applications for new and varied Part
A(2) and Part B activities, managing emission monitoring to demonstrate
compliance with permit conditions, considering planning applications for
industrial waste management sites, making new applications and representations
to RHI and the Biomass Suppliers List, carrying out permit inspections and risk
assessments of permitted activities, and assisting with the regulation of
major industrial processes such as SWIPs and vehicle manufacture. Tim has
completely reviewed the EMAQ Essentials of PPC training programme and
presentations and written & presented EMAQ training courses for the past 15
years. Additionally, Tim has undertaken successful
enforcement action including prosecuting ‘not guilty’ pleas at Magistrates
court, establishing precedent at high court, managing cases at
coroner’s court and pursuing Environmental Protection and planning appeals
through the public inquiry route.
Keith Vincent - Air Quality
Keith Vincent is a Senior Consultant with 30 years' experience in air
quality monitoring and policy assessment. Throughout this time he has
been involved with developing air quality modelling tools, reporting
monitoring data and assessing the impact of measures and regulations on
ambient air quality. He also works in local air quality management
developing air quality action plans and assessing the impact of road
traffic emissions. and took a leading role in ensuring that reported
monitoring and metadata from all UK air quality monitoring networks meet
the required standard. Keith has been an EMAQ trainer for Local Air
Quality Management since 2017
David Hector - Air Quality
David Hector is a
Consultant within the Air Quality team based in WSP's Glasgow office. He
has over 20 years' experience in air quality monitoring and assessment and his
particular area of expertise lies in automated air quality monitoring networks
and the quality assurance/quality control and management of air quality
monitoring data. David also has vast experience in delivering complex
multifaceted environmental projects and programmes both national and
internationally. Prior to working for WSP (formerly Ricardo), David
worked for 2 years in the Waste sector covering pollution control and
compliance for active and inactive landfill sites. This included gas
migration, surface and groundwater pollution, and soil
contamination. David holds a B(Sc) Honours degree in
Environmental management and Technology from Glasgow Caledonian University.
Professor David Carslaw - Air Quality
David is a Technical Director at WSP with a joint position with the Department of Chemistry at the University of York where he is a professor of urban air pollution. His main interest is urban air pollution and focusing on the impact that road vehicles have and the development of new data analysis methods for quantifying air pollution impacts. His research includes the use of vehicle emission remote sensing techniques and mobile laboratory measurements used to provide new insights into the impacts that vehicles have on urban air pollution. David leads the openair project that provides advanced tools for the analysis of air pollution data, which is used extensively throughout the world by academia, the public and private sectors. He has published widely on vehicle emissions and related topics. David has been a member of the Air Quality Expert Group (AQEG) since its inception in 2002 and was ENDS magazine Power List winner in 2024.
Abigail Pepler - Air Quality
Abigail is a Senior Air Quality Consultant at WSP specialising in air quality modelling and assessment, including
supporting local authorities meeting Local Air Quality Management requirements,
and supporting local authorities in the independent assessment of air quality,
dust and odour assessments submitted as part of planning proposals. Abigail in
consultancy specialising in air quality since 2017, and in this time has lead
the delivery of dispersion modelling and mitigation assessments for transport,
industrial and agricultural sources of pollutants, and has supported delivery
of the National Atmospheric Emissions Inventory, the Modelling
of Ambient Air Quality (MAAQ) national compliance modelling
(previously Pollution Climate Mapping (PCM) model) for Defra, and ratification
and reporting of air quality data from the Automatic Urban and Rural Network
AURN network. She is also experienced in leading the delivery of annual status
reports (ASRs) air quality action plans (AQAPs), stakeholder engagement
workshops, source apportionment studies, options feasibility assessments and
HRA air quality assessments for local authorities.
Mark Attree - Air Quality
Mark Attree is a Senior Consultant at Ricardo Energy & Environment working in the Environmental Evidence & Data Practice. His areas of expertise include atmospheric physics, dispersion model sensitivity, and dispersion in complex urban environments. Mark provides consultancy services for a range of public and private sector clients, including emissions inventory compilation, local modelling for planning and permitting, and large-scale urban and regional modelling to support air quality action planning. He also has extensive experience providing technical support and software training for clients in the UK and abroad.
Mark Broomfield - Air Quality & Emissions Monitoring
Mark Broomfield is an air quality, odour and health impacts specialist with a BA in chemistry from the University of Cambridge, and a PhD in atmospheric chemistry. He has worked in these areas since 1992, both within the consultancy sector and as an industry specialist at ICI. He provides technical, strategic and research support to industry and regulatory bodies. He has contributed to over 250 industrial permitting applications and follow-on support projects. He also works closely with clients to deliver obligations under the land-use planning and local air quality management frameworks. Mark also contributes to seminars and conferences on air quality, health and waste-related topics - for example, as an invited speaker and panel member at a European Commission expert workshop on geological risks of unconventional gas (autumn 2012). He is a member of the UK Natural Environment Research Council Peer Review College and industrial supervisor of a PhD student at the University of Birmingham.
John Shelton - Noise Regulation
John Shelton is an experienced acoustician specialising in the instrumentation. John is the Managing Director of AcSoft having set up the business in 1994 following experience working developing loudspeakers at Goodmans, and later working with Bruel & Kjaer UK as an area sales engineer.John has specialisms in the measurement of sound intensity and source location techniques, as well as managing technical sales of instrumentation across the UK. John spent two years at Brüel & Kjær in Denmark gaining experience in VXI-based virtual instrumentation and development of software measurement solutions, ultimately taking responsibility for worldwide sales & marketing. John is an active member of the Institute of Acoustics and sits on several national committees and working groups on measurement & instrumentation is the Chair of the IOA Measurement and instrumentation group.
John Watterson - Emissions Inventories
John Watterson is the project manager of the UK GHG Emissions Inventory compiled on behalf of Defra. He has experience of the estimation of many of the main GHG emissions, for example, from combustion, industrial processes, waste disposal and an appreciation of emissions and sinks from agriculture and land use change. He is familiar with the international greenhouse gas reporting requirements, for example, the CRF tables and the National Inventory Report. John has been selected to participate in the IPCC scoping meeting for the revision of the "Revised 1996 IPCC Guidelines for National Greenhouse Gas inventories". John prepared a paper for presentation at the Workshop on Energy Balances and Energy related Greenhouse Gas Emission Inventories (Working Group I of the EU Greenhouse Gas Monitoring Mechanism Committee, 24 to 25 June 2003 EEA, Copenhagen). John has assisted with the development of the National Atmospheric Emissions Inventory (NAEI) over a period of four years, and prepared the UK's first base cation inventory and developed a speciated mercury inventory. Prior to this John spent over 5 years working on Local Authority Review and Assessment of Air quality and has been a trainer of air quality management to local authorities as part of the EMAQ training programme for a number of years.
Robert Benney - Air Quality
Robert Benney is an Environmental Consultant within the Air Quality and Environment Practice specialising in the impact assessment of Road, industrial and waste management facilities. Robert provides air dispersion modelling and human health impact assessments for a range of private and public sector clients, for facilities including mixed-use developments, large road infrastructure, large scale waste infrastructure projects, landfill sites, agricultural holdings, organic waste treatment sites, and onshore oil and gas facilities. Robert is a core member of Ricardo’s feasibility studies team, developing the evidence base for measures to achieve the UK’s air quality action plan and review team supporting Local authorities assess air quality assessments in support of planning applications.
Rohan Patel - Air Quality
Rohan is a Consultant in the Modelling and Assessments team at Ricardo Energy & Environment. He has over two years of experience in air quality consultancy, having been employed at Cambridge Environmental Research Consultants (CERC) prior to Ricardo. During his time at CERC he gained experience and in-depth knowledge of setting up air dispersion models for complex small and large urban areas, as well as industrial applications. Projects he has undertaken vary from local council, international, research and model development projects giving him a wide range of experience in the air dispersion modelling industry. Problem-solving skills in the industry have been developed through providing advice and technical support to dispersion model users whilst working on CERC’s helpdesk. Rohan has also gained experience in carrying out training courses in the use of ADMS for a range of clients across the UK.
Stephen Stratton - Air Quality
Stephen Stratton is a Consultant within the Air Quality team based in Ricardo-AEA's Glasgow office, North Ayrshire. He has over seven years' experience in air quality monitoring and assessment and his particular area of expertise lies in the quality assurance/quality control and management of air quality monitoring networks and data. He is also experienced in using ADMS, ADMS Roads, ArcGIS and other tools for air quality dispersion studies. Stephen holds an Honours degree in Physics and is a member of both the Institute of Air Quality Management and the Institute of Environmental Sciences.
Patrick Harland - Air Quality & Odour Management
Patrick Harland is a Senior Consultant in WSP's Air
Quality team, specialising in air quality assessment, monitoring, modelling and
data analysis. Patrick supports a wide range of infrastructure and development
projects, providing technical expertise in environmental monitoring, air
quality impact assessment and emissions analysis. He also contributes to odour
assessment and nuisance investigations. Patrick has worked on a range of
projects, notably across UK local authorities and overseas, primarily in the
Middle East. Patrick holds a Master's degree in Environmental Engineering
and a Bachelor's degree in Medicinal Chemistry from Newcastle University, where
his research examined the impacts of large-scale events on urban air quality.
Jack Davison - Air Quality
Jack is a senior consultant and data
specialist, with expertise in air quality and wider environmental data. His
role focuses on transforming complex datasets into clear insights through
dynamic data visualisations, reports and dashboards, powered by efficient,
reproducible analytical approaches. He is a collaborator on the 'openair'
project - a free, open-source collection of data tools to help air quality
practitioners get the most out of their data. Jack is also a Posit Certified
'tidyverse' Instructor, and has led data analysis training for clients as
diverse as Defra, the UK Health Security Agency, the UK Environment Agency, and
the Clean Air Society of Australia and New Zealand. Jack has a PhD in
Atmospheric Chemistry from the University of York, with a focus on kerbside
monitoring of road transport emissions.
Jekabs Jursins - Air Quality
Jekabs is a Senior Air Quality Consultant at WSP, following achieving a Masters in Geophysical Sciences at the University of Leeds. His main area of expertise is air quality and emissions policy for local authorities in the UK, and for Member States within the European Union. Jekabs regularly leads on projects to provide technical support for local authorities in meeting their Local Air Quality Management requirements, including Air Quality Action Plans, Air Quality Strategies, Annual Status Reports and other activities to support the development of air quality measures, such as stakeholder workshops. He also contributes to the delivery and quality assurance of air quality impact assessments for road transport schemes, including Low Emission Zone and wider vehicle fleet transition. Jekabs has been an active subcommittee member of the Institute of Air Quality Management’s Early Careers Network, authoring the quarterly newsletters since 2025.
Liz Smith - Anti-social behaviour
Liz Smith has worked in Community Safety and
Housing for 23 years with the last 15 of those years being at Stockport Homes
in Greater Manchester.
Liz is committed to the continuous improvement
of community safety services in Stockport and has been responsible for the
development and implementation of a range of strategies, policies and
procedures relating to crime and ASB, this has recently included the transfer
of private sector casework from the Council and providing a tenure neutral ASB
service across Stockport.
Liz is passionate about customer engagement and
working with residents to help shape services and improving the life chances of
vulnerable victims and perpetrators to ensure that ASB is successfully tackled
and not tolerated.
Ian Marriner - Noise
Ian Marriner is a Director of Price Marriner & Associates Limited, a consultancy specialising in regulatory compliance across a range of disciplines. Ian worked as an Environmental Health Practitioner in local government for over 20 years and had provided consultancy services in the private sector for the last 13 years. Ian is legally qualified and specialises in investigation and enforcement skills training within regulatory enforcement.
Colin Cobbing - Noise
Colin
is a Chartered Fellow of the Chartered Institute of Environmental
Health: Fellow of Institute of Acoustics; and an external examiner for the IOA
He has over 30 years of experience
of taking complex and high-profile projects from inception through planning,
design, build and into operation. He is a leading advocate for human
centred and total design solutions, optimising all aspects design that affect
human health and comfort and which impact on the environment.
He has shaped best practice in
noise assessment and sustainable design and has been integrally involved in the
production of standards and guidance documents that are used in planning and designing
new development. Amongst other things: he has been a long-standing member
of the BSI Committee EH/1/3, which is responsible for BS4142:2014+A1:2019; co-authored a chapter in
‘Uncertainty in Acoustics’, about the management of uncertainty in noise assessment
processes; and was one of a small group of
practitioners who brought the CIEH, IOA and the ANC together to produce
the Professional Practice Guidance: Planning and Noise for New Residential
Development. He was also a core member of the ProPG working
group. He recently co-authored a paper that was published in the
May/ June Acoustics Bulletin on areas of divergence between the ProPG and
the Acoustics, Ventilation and Overheating Guide (published by the IOA and
the ANC).
Mark Roberts - Waste
Mark started working for Ricardo in February 2023, prior to
this he worked for the Environment Agency for 22 years. He spent 15 years
carrying out compliance work at various permitted waste sites and regulated
facilities. During this he gained a range of experience in the planning
and delivery of inspections and audits at waste facilities. He has developed a
wide range and depth of understanding of site management plans and
environmental management systems. He is experienced in reviewing and auditing
written management systems, identifying environmental risks, and resolving
complex compliance issues. Mark worked closely with sites and their operators
to help improve environmental performance. He also worked with EA partners such
as the Fire Service and Local Authority’s tackling complex and high-risk sites,
to resolve compliance issues and design improvement plans. This included
creating written site risk assessments, fire and accident management plans and
off-site receptor plans. Mark is also experienced in preventing and disrupting
waste crime and tackling illegal waste sites.
Michael Campbell - Transport
Michael is a specialist in the decarbonisation of
transport across all sectors, electrification of vehicles and fleets, the
adoption of hydrogen and other alternative and renewable fuels, infrastructure
requirements, technology appraisal, current and future transport policy, and
regulatory compliance. Michael is a chartered engineer with over 20 years’
previous experience working in automotive engineering consultancy in powertrain
development, test and measurement, emissions compliance, efficiency and CO2 reduction,
and leading research and development projects for a wide range of automotive
and non-automotive clients. This background provides deep understanding of the
technical challenges and opportunities for decarbonising and electrifying
vehicles, and of the practicalities of evaluating vehicle performance, which is
now used to advise clients on pathways and strategies to transition to

with local authorities, emergency services, utilities providers and logistics
providers to understand their fleet operations and develop roadmaps for their
decarbonisation, and enables implementation support through the wider WSP
capabilities. Michael is also currently supporting the UK Zero Emission HGV and
Infrastructure Demonstration with the implementation of monitoring and
evaluation processes, including the use of telemetry and datalogging, to inform
wider decarbonisation of road freight using battery and hydrogen technologies.
Tom Nokes - Transport
Tom is a Principal Consultant with over eight
years' experience helping local authorities, government bodies and cities
develop practical solutions to transport, mobility and Net Zero challenges. His
expertise includes sustainable urban mobility, transport decarbonisation, fleet
transition, EV charging infrastructure, climate action planning and transport
policy evaluation. Tom combines strong technical and analytical skills with
extensive stakeholder engagement experience, helping organisations turn ambitious
sustainability objectives into evidence-based and deliverable action plans. He
has worked extensively across the UK and Europe, supporting local authorities,
NHS trusts, transport agencies and the European Commission on transport
strategies, decarbonisation pathways and mobility initiatives.
Appurva Appan - Transport
Appurva Appan is a global specialist in fleet decarbonisation at Ricardo, based in London. He has a Master’s degree in Electrical Engineering and has over 10 years of experience advising governments, local authorities, public corporations and multinational businesses across UK, Europe, Asia, Africa and North America on transitioning fleets to zero- and low-emission technologies, including battery electric vehicles, hydrogen (FCEV and H₂-ICE), and alternative fuels. His expertise spans fleet decarbonisation strategies, technology and infrastructure assessment, total cost of ownership and emissions analysis, and the design of phased transition roadmaps.Appurva has led fleet decarbonisation assignments for UK local authorities, leading US highway operator, logistics and e-commerce companies and ride-hailing operators, covering use cases from vans and service vehicles to heavy-duty trucks. He regularly works with public sector fleet operators on feasibility studies and pilot deployments and is a participant in the Zemo Partnership, contributing to industry and policy discussions on zero-emission transport. In parallel, he brings a perspective of electric vehicle organisations having convened WBCSD’s REmobility coalition of 40+ leading businesses from electric mobility ecosystem. Prior to Ricardo, he has had professional stints with the WBCSD, PwC and ICF.
Augustina Krapp - Transport
Agustina Krapp is a Senior Consultant in
Ricardo's Sustainable Transport team, with experience in project management,
qualitative analysis and stakeholder engagement. She holds a Master's degree in
Urban Planning from the University of Illinois at Urbana-Champaign (United
States) and a degree in Civil Engineering from Universidad Nacional de Córdoba
(Argentina). Since joining Ricardo, Agustina has led and contributed to
projects for governments, NGOs, and private sector clients across Europe and
Latin America. Her work primarily focuses on analysing mobility trends and
addressing key road transport topics such as electric mobility, urban
logistics, green jobs, and corporate green travel plans. She has also worked on
aviation-related projects, particularly assessing the social impacts of air
transport policies, as well as climate adaptation strategies for ports.
Prior to joining Ricardo, Agustina worked with NGOs in the United States,
Argentina, and Europe, where she coordinated and authored knowledge products
and policy analyses on transport, equity, climate change, and sustainability.
Judith Nathanail - Contaminated Land Management
Judith Nathanail is a Director with Land Quality Management Ltd and has over 25 years’ experience in the field of contaminated land management. She has degrees in Geography and Geology from London University and an MSc in Engineering Geology from Imperial College London. She has worked for Wimpey Laboratories, Wimpey Environmental and Delta Simons and joined LQM in 1999. Judith has carried out and project managed numerous phase 1 and phase 2 risk assessments and has extensive field experience in most aspects of site investigation. She has been involved in a range of remediation projects including air sparging and bioremediation. Judith is a co-author of the LQM/CIEH Suitable 4 Use Levels and has worked on various research projects including NanoRem (a EU project on NanoRemediation) and D4S (an innovate UK funded project on renewable energy.
Paul Nathanail - Contaminated Land Management
Paul
Nathanail is a Chartered Geologist and Specialist in Land Condition
with specific expertise in land contamination evaluation and broader
expertise in ground engineering, urban land management and sustainability. He
has written Part 2A risk evaluations for several high profile sites,
provided independent oversight of high profile projects across the British
Isles and beyond and was the independent Suitably Qualified Person (SQP)
for both stages of additional environmental checks of soils in the
vicinity of Grenfell Tower. He is the lead author of CIRIA’s guides on
Asbestos (C733, 2014) and PFAS (C819, 2024) as well as the LQM
CIEH S4UL and many other publications. He has provided expert evidence and
given verbal evidence in court, adjudications, planning inquiries for a
range of issues. He was a member of the Defra Expert Panel on Contaminated
Land, past chair of the National Brownfield Forum and of the SILC Register Ltd
board of directors. He has led projects funded by Innovate UK, UKRI and
the European Union. He has consulted for Government bodies in Cyprus, Ireland
and Luxembourg as well as the UK, Scotland and Wales. A former tenured
professor, he is now visiting professor at Nottingham Trent University and an
honorary research associate at the British Geological Survey. He
conceived and anchors the annual Suistainathon.
